    I've never seen that local incumbent(telecom)ISP is Open Peering
    Policy....<br>
    Is the expectation as tier-2/OTT perspective that Gov purchases IPT
    from incumbents then give it Tier-2/OTT as free of charge? Or
    develop new domestic network for the innovation? Or what?<br>
