[sg-hub] ASEAN Internet Exchange (AIX) does it make sense?

There is a discussion among 10 ASEAN members to form a regional Internet
Exchange. Apparently, the idea was conceived back in 2008. 3 years on, there
is a decent document on the possible model for AIX (hub, mesh or a
combination of both).
While the motivation is good, I felt there wouldn't be much traffic between
Singapore-Brunei or Singapore- Malaysia. (As compared to SG-US, SG-HK,
SG-China). Without sufficient traffic, it might not make economic sense to
pay for the international leased circuits and incur other CAPEX/OPEX.
That said, perhaps this will be a catalyst to create the Internet boom in
ASEAN with the positive effect overflowing to some other industries.
