IMO, letting the market to self-regulatory are thoughts of dominant service
providers or sizeable CDNs. Ultimately, it depends on how far IDA wants to
open up the market. A good example is NBN, which is not well received by
the incumbents but it created the new businesses and deliver high speed
access at affordable price to residential users.
