[sg-hub] A new virtual IX in Singapore

Folks,

Soragan (Alagas) and I were talking about the lack of a cheap (free?) IX in
Singapore, to enable people to learn.  There are a number of these in
Europe, iFog, 4IXP, BGP.Exchange, tunnelbroker.ch, etc. But none in this
part of the world.

We would like to start one.  The basic idea is that you would create a
tunnel from your router to the IX (so you do not need local loops, etc),
and then peer.  You can exchange your prefixes with other members.  As (at
least to start with) there is no Transit, any damage you do will lead to
dirty looks and advice on this list, but no breakage of cat pictures on
Facebook.

Being lazy, I would like this to be a set-and-forget, so registration,
tunnel creation, and peering will be self-service.

We have hardware, Soragan has volunteered skills, and I will pay for
hosting, etc.

What we would like is to understand:

   1. Is there interest?
   2. Would you use it?
   3. Would you help maintain it?  (This may be minimal work)
   4. SGIX: can I have a free port please? (Although the port fees is cheap
   enough)
   5. What have I not thought of?

Of course, the most controversial and long-running discussion will be what
