[sg-ops] Open DNS Recursors in Singapore

Hi All,

I presented yesterday at APRICOT about Open DNS Recursors running in
operator networks and how these are a security risk and being used in

While Singapore is one of the better nations in terms of open recursors
we've seen (104 as of today), I'd like to help inform the operators and
clean them up.

email me and I'll share the IPs.
