[sg-ops] See where your data packets go

Hi all,

This is a project by the Canadian to map out where packets are going from
Canada perspective. The community provide traceroutes feed which IXMaps
attempt to map to physical location at each hop.

With more users contribution, the data will be more useful (eg. measuring
the effectiveness of IX in localizing traffic, change in traffic flow
during subsea cable diversion etc)
