[sg-ops] Difficulty using Singtel DNS for name resolution.

Hi,

I've a case where a user reported that they are unable to use Singtel DNS
(165.21.83.88).  I tried from my host connected to internet using Starhub
link and similar situation observed; my DNS request timed out.

Anyone else noted similar issue?
